Full access to an experiment means that you can edit an experiment's metadata (title, purpose, etc); you can reset the experiment (removing all annotations and gates and setting it back to the state that it had when the FCS files were first uploaded); you can clone the experiment; and you can share the experiment with others, giving them full access or making the experiment public. You can also add an attachment.
